Brexit – Perspectives and outcomes

Last month the General Affairs Council approved the mandate that the EU’s chief negotiator Michel Barnier will follow in the first phase of the negotiations with his UK counterpart. The directive does not go beyond the “divorce issues” – namely the financial settlement, citizen rights, and borders – and Barnier has been given no mandate to discuss other topics, including a future EU/UK trade deal. As has now become the norm for Brexitrelated matters, the mandate was approved by EU 27 ministers without discussion.
